In September 1997 the AVA received approval as a Waste Disposal Company pursuant to §52 of the Recycling Management and Waste Law (KrW-/AbfG). Since then the AVA, as one of the first waste utilization plants in Germany, has verifiably fulfilled the criteria required of a specialist disposal company. An external expert monitors this yearly. For the producers of waste, this means more security that their waste is disposed of by a qualified waste disposal facility. Thus, in addition, an instrument for deregulation and simplification of waste monitoring was created.

The subsidiary company AVA Re.Sort, GmbH successfully passed the EdfV examination as a qualified waste disposal facility in 2003 and since then continues to meet the high standards.

Since October 7, 1996 effective date of the Recycling-Management and Waste Law, an instrument for the deregulation and simplification of waste control in the waste disposal companies has been established. Disposal companies can voluntarily submit a request for certification as a waste disposal company (according to §52 KrW-/AbfG) and afterwards be designated as such. For the waste producer, the rating as a company specializing in disposal offers more reliability when choosing a disposal company. Before, the producer and possessor was responsible for the accumulated waste up until the time of its ultimate disposal. He could, for example, be prosecuted under law for incorrect waste dumping or even for the illegal transportation of waste to other countries. Using a company that is specialized in waste disposal provides tangible relief for the waste producer when fulfilling the necessary environmental obligations, and as a result it also provides a reduction of his liability risks. It is no longer the waste producer’s responsibility to put the chosen disposal company “through its paces” when it comes to checking out the disposer’s dependability and performance (i.e. through company observation).
On the contrary, the certification in itself as a Waste Disposal Company takes away that responsibility from the waste producer.
There are certain demands that are coupled with certification that the company has to meet in advance.
A company can only be referred to as a company specializing in disposal if it commercially collects, transports, stores, treats, recycles or disposes of waste. At the same time, the demands regarding organization, equipment, dependability, as well as the expertise and competency of the owners plus the company employees, must be met. In addition, they must regularly (minimum every two years) attend suitable further-training courses.
At the same time, a Waste Disposal Company needs to keep a company journal in which the processed quantities are transparently stated. The company journal is normally earmarked for the facilities and for certain units of the company, and is kept and maintained on site.
Bavarian Environment Pact
Since May 5, 1998, the AVA has been a member of the Bavarian
Environment Pact. The participation is renewed every five years if the
established criteria are met.
The Bavarian Environment Pact was signed on October 23, 1995 between
the Bavarian Economy Association and the Bavarian State as a voluntary
agreement with the goal of strengthening environmental protection. The
Bavarian Economy Association supports the principles of recycling
management. The Association acknowledges its own responsibility for the
development of utilization and disposal concepts. New, in comparison to
the customary self-commitment of Industry, is that the acceptance in
the Bavarian Environment Pact spreads beyond branch and/or types of
business, and that both sides have committed themselves: The Economy
Association promises benefits in environmental protection that go
beyond the legal demands; The State promises to make voluntary
incentives and to relieve the businesses of unnecessary regulations.

RAL - Quality Seal for Compost
|
The Bundesgütegemeinshaft Kompost e.V. (National Products
Association, Compost, Inc.) was founded with the aim of guaranteed
quality for the compost commodity group. With the RAL Quality Seal for
“Compost”, the AVA GmbH is committed to producing an especially high
quality compost according to the guidelines set by the National
Products Assoc., Compost, Inc. With this seal of quality, the consumer
profits in that he can be confident that he is receiving a product of
constant high-quality standards. With the RAL Seal of Quality “Compost”
one is committed, on a regular basis, to in-house plus independent
controls of the compost production that exceed the standards set for
the ecological seal “Blue Angel” UZ-45. The control and documentation
of the rotting process fall under the category self-supervision. The
continual third-party controls, that are independent from the
manufacturer, take place in the form of sample-taking and their
testing. Distinctive characteristics of the compost, for example water
content, volume weight, salt content, pH-value, vegetation
tolerability, and foreign-substance content of the compost, as well as
the epidemically-hygienic effectiveness of the rotting process are
tested.
